The Australian skipper has taken 309 Test scalps in 71 appearances with an average of 22.10.
The Australian chair of selectors the selector has confirmed that skipper Cummins will be a central figure in this winter's historic rivalry.
There were concerns that the veteran bowler might sit out due to a ongoing back issue that had not yet healed.
Previous updates from team management suggested no final decision had been made regarding his involvement, with the extended contest kicking off on 21 November in Perth.
He revealed that Cummins is "building up" and was "optimistic" about the likelihood of taking part.
"We know that the window is narrowing and various factors at play, aside from the physical problem, but other factors as well," Bailey remarked.
"The outlook is good. [We are] really confident that he will feature a major part. Hopefully from the opening match. Should that not happen, we'll adjust."
Past Concerns
Cummins was ruled out Australia's limited-overs series against India and New Zealand last month after scans revealed a lower back issue.
He has a history of recurring issues, with recurrences in several earlier campaigns causing him to miss several home seasons in a limited period.
He emphasized he would be bold in recovery efforts in his comeback strategy to secure his spot for the Ashes.
Bailey noted that he did not know if the captain had resumed bowling as part of his comeback but conceded it was "getting tight" for him to be fit for the opener.
Contingency Plans
In case of absence, veteran batsman Smith will lead the side.
All-rounder Cameron Green was withdrawn recently from the ODI lineup for their one-day international series against the subcontinent side as a safety move because of soreness in his side.
The selector characterized it as a "small issue and mentioned that he'll feature in the Sheffield Shield, so will be "in a good place to resume bowling."
"Extensive planning has gone into creating the schedule for him to participate for the initial game as an batting and bowling option," he elaborated.
"His involvement was limited to the starting games in any case. The way he swings the willow in shorter formats, if it causes any delay for 24 more hours, the choice was made to take a cautious route."
